Bob,
   Temp solder mask is used for wave solder when you have pads, holes or
other features that must be protected form solder contact.  Sometimes the
reason for this is that a part is hand soldered to that location in a
subsequent process.  I have used it for holes where screws or other mounting
hardware attach the assembly to a bracket, etc., and the mounting pad cannot
have any solder build up.  I'm sure there are dozens of other similar
applications.
