Dear Ron:

Military Specifications have always been public domain documents.
Therefore, any photographs and/or drawings used therein did not have
copyright protection because the government published them. While the
IPC is the source of most of this country's standards and specifications
for electronic assembly it is a non-profit trade association. As such,
it has the right (an obligation to its members) to copyright and derive
income from the publications it produces. Our beloved government never
needs to make money or for that matter even balance its books. IPC is
duty bound to balance it's books. The IPC is and was within its "rights"
to use government published photographs and/or drawings within is own
standards and specifications (and so are you or I).

Earl made an honest mistake in attempting to use IPC copyrighted
photographs in his own publication for "profit." We all know Earl was
not trying to become the next Microsoft in the process but the law is
the law.

Well folks, it seems to me that IPC is the one who has used "others"
drawings. Us old timers who remember MIL-STD-454, Marshall,s A10509300
and miriods of other sketches and drawings in specifications can find
the same or nearly the same drawing or sketch in the IPC documents. Just
who is the "copy cat" here? If these sketches and drawings were public
domain in Mil and Gov specs how can IPC prohibit Mr. Moonman from using
them in his document? What am I missing here?

Folks,
I will refund all your money sent me for my book DFM/CE. However, I will

continue with the book using other than IPC graphics. Apparently it was
ok
to publish free check lists with IPC graphics and references to IPC
guidelines - according to Jack Crawford. Unfortunatly for us all, I
think,
the following message from IPC's own David Bergman will delay my books'
publication for a short time as I had planned on such action while
thinking,
obviously wrong, the book would help many - INCLUDING THE IPC:
Dear Mr. Moon
I have had the opportunity to review your document "Proof of Design- The

DFM/CE Book for Printed Circuit Boards, Assemblies, and All Manner of
Other
Things Technical." This document contains material that is copyright of
IPC
and has been reproduced without permission of IPC. IPC request that you

cease and desist all distribution of this document, and that you remove
the
IPC tables and illustrations prior to any future release.
Sincerely,
David W. Bergman, CAE
