I understand the flashlight (torchlight) but what the heck is a "Stucco
Ceiling Form"? I Googled it and nada on the form.
Just trying to broaden my knowledge base ;-)

Allright folks, 4th July came across, so many had no time to guess. As it is
soon a new Friday, I disguise the mystic things
Drew Meyer came very close to the object with a vertical pattern: It's a
wooden form for making ceiling stucco.
Dave Hillman used his brain as usual and was also close to the answer: it's
a flexible torchlight.
Both objects quite daily things, used everywhere by the ' small' people, as
said BP's topguy to the coastals.
