David, you can treat the total metals as a batch treatment where the copper
and the tin are dropped out together.  In some areas it is possible to bleed
the spent stripper into the final pH adjust as Mr McGary has discribed.  If
you do decide to batch treat I'd suggest contacting your local Great Western
Chemcial branch (if you are west of the Mississippi), they handle waste treat
issues such as this on a regular basis.
If you can't find them give me a call.  

Oh, and if your using Alfa PC1111 solder stripper I think you DO have
chelated copper in the spent bath.
