Yes, there are many devices available for removal of resist skins.   Most
stripping equipment manufacturers either have one available, or can point you
in the right direction.  

If you are using a proprietary stripping chemistry, ask your supplier about
resist skin separators.  IMO, the best type is a centrifugal drum type.  If
plumbed correctly, this type can remove 95% of the resist in your solution;
greatly extending the bath life.

The amount of resist dissolved is probably minimal; it will depend on the
parameters of your stripping chemistry (ie, concentraton, temperature, spray
pressure, dwell time).
