This customer of yours is probably referencing old Military Soldering
Standards such as WS6536 or Mil-S-45743 where these kind of rules existed. I
can't reference the specific paragraphs for you because the copies of my
specs are either long gone or packed away in storage.
My question to you would be, "What specifications have been imposed on the
program that you are working on ?" If you are working on military hardware
with these old specs imposed, your customer may be right. The old specs were
very specific as to the difference between repair and rework. Reworks were
permitted with minimal recording of data but repairs seemingly required
congressional approval before work could be done. If it were me I'd check
and see where your customer is getting his requirements from.
