I believe the material they are specifying is Taconic's TLC-32-0310-CH/CH.
It is a PTFE/Glass material identified by the manufacturer as a low cost,
low dissipation, and tightly controlled dielectric.  Try contacting :

        We've just received a drawing that quotes a spec for laminate which
no one
        seems to recognise, can anyone tell me what it is.

        The material is quoted as: TLC TAC-LAM (32-0310-CH/CH) SUBSTRATE 31
THOU
        THICK.  DIELECTRIC CONSTANT 3.2 1/2 OZ ELECTRO-DEPOSITED COPPER BOTH
SIDES.
