The original spec was put in by the military to eliminate "punch through."
This happens in the Z direction in thin cores and thick (large tooth) copper.
With new copper (low profile) techniques, this should not be a problem. I'd
worry only with very thin core and thick large tooth copper. The cost
advantage is obvious.
