I agree with your final statement. I have to imply your customer does,
too. I believe your dilema is semantics. Your customer may be refering
to "Repairs." 
IPC-7711
Repairs:
"The act of restoring the functional capability of a defective artical
in a manner that precludes compliance of the article with applicable
drawings or specifications"
Rework:
"The act of reprocessing non-complying articles, through the use of
original or equivalent processing, in a manner that ensures full
complyince of the article with applicable drawings or specifications"

Normally, repairs are performed after product evaluation by your "MRB"
group, which may include the customer's involvement (This may be the
case with your customer). I hope this help.
