Dear All,
Please find below the notification "amendment" that Korea recently
submitted to the WTO. To view the original submission and supporting
documentation, login (or register) to Notify U.S. (www.nist.gov/notifyus).
As I mentioned previously, Korea has amended their regulation, giving a 6
month delay on implementation, 3 year grace period for existing products,
and definition of "new" products. However, this makes it "official."
There may be other difference in the final supporting documents
(Enforcement Ordinance and the Enforcement Regulation), which came out
Dec. 28 and 31, respectively. However, I have not seen an English
translation of the final documents to compare them with the drafts. If
anyone has a free translation to share, please let me know. Nonetheless,
feel free to contact me and I'd be happy to tell you what I know (or don't
know).

Corrigendum: The Ministry of Environment of Republic of Korea would like
to inform the Members of the Committee that ME Public Notice No. 2007-199
and ME Public Notice No. 2007-200 of 17 May 2007 requires Member States to
take measures to ensure that restriction of the use of certain hazardous
substances in electrical/electronic products and automobiles placed on the
market, have been confirmed as The Enforcement Ordinance No. 20480
(named
The Enforcement Ordinance for Resource Recycling of Electrical/Electronic
Products and Automobiles), The Enforcement Regulations No. 268 (named The
Enforcement Regulations for Resource Recycling of Electrical/Electronic
Products and Automobiles).
The Enforcement Ordinance No. 20480 (notified 28 December 2007) was
published in the Korean Official Gazette No. 16658, 28 December 2007,

The Enforcement Regulations No. 268 (notified 31 December 2007) was
published in the Korean Official Gazette No. 16659, 31 December 2007,

The main amended clauses in an additional rule of Enforcement Ordinance
are therefore:
- prolongs the date of enforcement for 6 months as of 1 July 2008 for the
new products, manufactured after 1 July 2008;
- the products which were manufactured prior to 1 July 2008, will be
subject to a duty from 1 January 2011.
