You could follow IPC-6012 and IPC-6011 for the specific class of boards you
use.
This specification details quality control requirements, qualification type
testing, lot inspection and testing and periodic testing by an outside
testing service.

All of the testing is performed either on actual boards, a specific test board
or
test coupons specifically designed to represent the most difficult hole
construction
on the board.
