 LiMing,

   TOPLINE a american company that sells dummy parts for machine
capability test has a kit with a metal plate that has IC leads on it (
like a half etched stencil ) and a flat stone and handling tools. You
just pick the metal plate that has the same IC leads pattern ( they have
several models ) put on the flat stone ( this is just a good plate
support ) put the IC on the metal plate and using the toll you can align
the IC leads with the metal plate. Just simple !!
