Maybe the true reason behind her concern is that the extra epoxy dots on
board complicate and lengthen her inspection process ( that is if the
inspection is done manually).
If the board design is very dense, it may be difficult for her to remember
all no-load locations; Seeing epoxy with no part on it may generate false
alarm during her inspection. But what if out of all the epoxy dots on the
boards, one of them is actually a result from a missing part from the P/P
process???  How can she ensure that she can catch all the defect without
spending more time going back and forth with the doc?
If this is the case, maybe some type of color diagram or inspection stencil
tools will address her concern.
