Are there any aqueous removable solder masks that would be pre applied by a PWB fabricator and survive the standard supply chain and manufacturing processes until such time as the board was washed for the first time?

My knowledge of solder masks is limited to permanently applied types or liquid dispensed aqueous types that don't seem real durable for handling.  Are there materials a PWB fabricator could supply pre-applied?
