It is my understanding that there are two types of restrictions with RoHS, perhaps restrictions is too strong a term... one class is restricted, the other simply must be "registered", or noted, but I am not clear with whom.
Since cleaning chemicals wash away, and do not become part of the finished part, no chemicals are "restricted", and cannot be used.
However, if any chemicals on the RoHS are used in cleaning, they must be noted, and "registered", but may be used, since they are not part of the shipped component.
My belief is that you must ask your chemical vendors if their cleaners contain ingredients on the RoHS list. (And of course, get letters certifying that they do not.)

Is there a standard form to present to customers that your products are
in compliance or is it just a blanket faith statement?
