I assume that piezoelectrics are exempted due PZT (Lead Zirconate
Titanate) being only reasonable piezoelectric for many applications.

There may be wording glitch there, but not something one can bet on.

There is similar, but worse glitch in Estonian implementation of RoHS,
stating "All electronic components containing lead".
