The SMART Group trade asssociation which I founded back in '84 has published
it's hands on lead free assembly experiences report which is available free.

We have now finalised our Lead Free Report from the boards produced at the
Experience.

Please feel free to distribute it as widely as you like to other engineers
in the industry. Please feed back any comments on the material and other
issues SMART Group could look at in the future.

Thanks for your reply.  As a producer, we are unsure why batteries, external
electric cables, etc., have to be removed if they comply with relevant
directives without six restricted substances.  In addition, is there any
reference document demonstrating the compliance with requirements for
reference?

Ray,

The best way to comply is to identify in your recycling information
which you make available to the recycling center, what fluids in your
product need to be drained. As far as actually draining the fluids, that
is up to the "approved recycling center" and not you unless you are also
going into that business.

If your end user takes the product somewhere else, or the recycling
center does not contact you for that information, then you are off the
hook.

Unfortunately, the EU has issued these directives without providing a
list of approved recycling centers.

Shame on them.

"To ensure compliance with Article 4 of Directive 75/442/EEC, the
treatment
shall, as a minimum, include the removal of all fluids and a selective
treatment in accordance with Annex II to this Directive."
