Assuming that this is the only observation made, and from a coupon, I 
would be hesitant to pass it WITHOUT looking at several more sections. The 
fact that it occured in a small sample might suggest that the core itself 
was badly constructed.  Recognizing that Polyimide Boards tend to operate 
in harsher conditions than normal FR-4 material I feel it needs further 
review.
