Chris,

Yes, since there may different fill materials, construction
idiosyncrasies and no specific cap requirements or no cap required at
all, the caveat was not included. 

If smitten with verbosity, add the following:

*         If CAP plating is required it shall be AABUS.

I assume that we purposely did not include a caveat for buried cap
thickness in 6012C?

 

My particular interest is the case where the design predates 6012C and
gives no more specifics than: "fill, planarize and cap"
