Check IPC-D-275 Table 3-1 for electrical spacing requirements. There's a 
formula, but it depends on whether the trace is internal or external, 
what the altitude the product will be used in is, and what the coating is.

IPC-D-275, Design Requirements for Printed Circuit Boards and Printed 
Circuit Board Assemblies, is available from IPC's order dept: $30 
members/ $60 nonmembers.
