     I don't think it's possible to settle this question (though you have 
     surely started a great debate). My $.02 is whatever matters most, card 
     guide, component heights or some combination. As a fabricator, we see 
     it all different ways and wish we could see some standardization 
     (someday).

Could someone settle a debate? What is the 
correct measurement of the total thickness 
of a multilayer board, glass to glass or 
copper to copper?
