Oh, I forgot to mention that UL does not recognize soldermask as an
insulator, so the answer is that masking doesn't matter.

Can someone tell me how to interpret UL-840? Looking at table 9.1 and 
9.2. Which table applies for circuit boards traces? Does 9.2 apply to 
traces covered by mask and 9.1 apply to circuit board pad not covered 
by mask. It is very confusing!
