I would buy the CAD system that meets or exceeds my requirements:
The hard part is defining what your requirements are.

        Typical Board
                Number of layers
                SMT, TH, Mixed
                Hybrid
                etc.
        Simulation
        Thermal
        PreLayout floorplanning
        Portability (work at home/customer site)
        Etc.
        Etc.

I have evaluated CAD systems and had to match the systems capabilities with our
process requirements and this is virtually impossible without developing a
matrix.  You need to determine what features you're going to evaluate
(financial, team capabilities, end user issues, platform, IS support, etc.)then
weight each item on a scale (1-5 works) then rank each CAD system and cross
multiply.  If you let the numbers do the talking you'll have a good start but
you need to involve the end users and let their experience guide you.
