I was able to use GC-Prevue to do this, just copying several layers into a new one.

The drawback was that I had to then send the GWK file (Graphicodes own format) to the board
house, but this was OK as they used GC-Cam to do the front end so it was much better for me.

I'm not sure that there are any free Gerber viewers out there that will allow you
to export into Gerber again once you have done any messing. So it's all a matter of how much your 
prepared to pay to be able to do it and much more...

I had several small designs in OrCAD PCB Editor, which is really Cadence
Allegro Lite, that I wanted to merge onto a single PCB.  I ham-handedly
exported them as subdrawings and then imported them into a single file.
The Gerber output looks fine in PentaLogix ViewMate, BUT the boardhouse
says there are many layers within my artwork layers that require
merging.  

Question 1: What is a good program to merge the layers?  What is a good
Gerber editor that allows minor edits to artwork and allows artwork from
different sources to be cut and pasted?
