Boy I worked at a place once and the CAD vendors did such
a job selling the Engineering Mgt. that "we were going
to assign all the rules, let the thing autoplace the board,
then autoroute it as well"

We use the heck out of our autorouters here. Autoplacers are
as someone said "the most expensive unused software in town".

CAD vendors though do not put their focus on these things.  Automated
tools, such as autorouting and (believe it or not) autoplacement sell
systems.  Why?  Because these vendors know who writes the check in the
end.  It isn't the pcb designer, but a manager of some sort, who may
only posess a dim knowledge of the design process.
