Epoxy based 'magnetic paint' or 'ink' could likely be silk screened on the
surface of the board in the same manner the legend is...
That might work for you...

Unclear if I understand the geometry of what is needed, but there are some
nice magnetic oxides, which could be incorporated in a paint, and "painted
on"?

I know they sell these oxide in hardware stores, to allow you to paint a
wall, and stick magnetic notes to the wall.   This might be a lot easier
than plating.
