Why entitle this 'Program Management'??? 

Interesting... I think the type of board, who manufactured the material, and what circumstances brought about the 'delamination' should be determined.

Typically if your contract manufacturer has a failure in turnkey fab and assembly, they will blame the design first and ask questions later... 
I teach PCB design and one of the 'mantras' is 'never design against the minimums'... Give yourself some margin and understand what the bare board manufacturer is up against... qualification of your vendor is also very important if you want to be successful on the first try... 
Always run a qualifying proto run of a few boards to validate their processes... especially if you are running boards that have 'little margin for error' built into them. Do a DFM analysis of the design... see where the issues might come from... know about the materials and make sure they can survive the processes they will be exposed to... just common sense stuff really.
 
Tom, RF means 'radio frequency' to me... don't you love acronyms? 'Clarity' in describing an issue is very important... 
And as a point of reference... I have not seen a board delaminate in about 30 years... at least one that I had a hand in designing... 
But give me a soldering iron and I can make one delaminate before your eyes... so often times, there is a deeper story behind the problem... 

I'm interested in hearing more about the problem...

Not clear on what you mean by "CM".  If this is your circuit assembly house, the easy way home for you is to get him to accept responsibility for "delamination" This should be easy if he's the procurer of your circuitry but should be negotiable with $$$. That way your risk is program delay. 
Delay is the truly costly element, but  you can cover this with 10% overpurchase of circuits.

If "RF" means rigid-flex,  then you're dealing with a set of specifications which are too tight for the materials set. This has been a major problem in flex manufacture from the beginning.
