The short answer is - there is none.  We decided to not reinvent the wheel.
The ESD committee looked over EIA-625 (quoting the reference from memory so
take that with a grain of salt) and found it to be sound.  I would recommend
you use that.  The ESD committee usually recommends that document when such
questions come in.

The last I heard, the EOS/ESD Association was in the process of writing the
successor to MIL-1686, but don't know where it stands right now.
