Hi Jackie, the former MIL-I-46058 ("Insulating Coumpound, Electrical") has been supereseeded by IPC-CC-830 ("Qualification and Performance of Electrical Insulating Coumpound for Printed Board Assemblies"). Class 3 of IPC-CC-830 equals MIL. BNY? never heard about. I would suggest to qualify the solder process in acordance with J-STD-001.
