Chris, IPC has worded the questions so you must address the questions from a design stand point. The study guide does cover all the information you need for the exam, but if you are trying to review this study guide on your own and have questions regarding the material you will have to make an assumption to answer your question. If you take the 3 day seminar (two days reviewing the study guide and one day for testing), this will eliminate you from having to assume anything (and we all know what assume means). I highly recommend the 3 day seminar. I have two designers who just got certified. Both have been in the PCB layout industry for well over 25 years. Both took the 3 day seminar. One designer still missed 6 questions, and the other 14 questions (both passed the class). Both said they may not have passed the class had they not taken the seminar, and both felt it was great learning experience. Hope this helps.
