Reading between the lines, I suspect that you and your customerr need to be sure you're both on the same footing when it comes to the definition of REWORK, REPAIR and possibly MODIFICATION.  IPC-T-50 contains aa good clear set of definitions that may help to clear the air on the subject.

Most of us couldn't survive without some amount of REWORK, which is simply repeating a small portion of the normal  manufacturiing process to bring the product into full compliance, often only the touch-up or a couple of solder joints, or a small patch of conformal coating.

    We have a customer that is requesting that no product be shipped that was "reworked".  I am afraid to ask what their definition of rework is.  We do rework for defects created in every process in our plant.  The defects and rework are closely tracked so that the repetitive ones can be designed out.  In manufacturing a product where there are thousands of opportunities for defects in every assembly, it seems ludicrous to expect to have no rework.
    
    Can anyone offer advice in dealing with such a customer request?
