True to a certain extent.  One can comply with Bellcore standards, but to be
Bellcore certified is another story.  Durabond has the proper technology and reliability testing via Telcordia to allow the PWB fabricator to add the Durabond inner layer bonding process to their Bellcore certification. This is very different from just matching Bellcore compliance.
 
In some ways is like ISO.  One may feel they are diligent in their quality control, but getting the certification is the requirement of doing business.
