Ammonia, in coatings, is usually present to neutralize the acidity of the
coating, thus rendering it more water soluble.   And being volatile, it is
neutralizer that you can cause to go away with heat, thus baking the coating
to a greater level of water resistance.

I suspect strongly that a non-ammoniated version is theoretically possible,
whether it is commercially available, I cannot answer.
