I'm a bare board and assembly engineer. Talk about pointing a finger at yourself. But you have a point and a right to be upset. Ask the boss to talk to Legal - the boards were suppose to be good and aren't. You might be able to get them to credit the lost time/resources - depends on your contract and whether Management is willing to pursue it. You said these boards were hi-rel, right? If the shop has a qualification; MIL-PRF-55110 or MIL-PRF-31032 then they could lose it over crap boards like these.
