I would be very wary of all this scanning in, file conversion using DTP packages etc, producing data that does not match the original dimensions. Perhaps when you manage to find a method etc you could let us know if the dimensions remain the same ? Myself among others, would like to scan in old artworks & convert them to HPGL/Gerber data. I know that there are services and software available to do this specifically (about £500-700 for the software last time It was mentioned) but I cant remember much (it was a year ago it was mentioned) but I think that the software was called "Scan2Cad" or that might have been the company...not sure.
