Chris, It has been my experience that the contamination is do to the tin stripping process. Some tin strippers leave a residue that is difficult to rinse. The quality of the tin stripper rinses is also critical. I'd recommend testing some panels as they exit the stripper to compare results with post-pumice cleaning.
