Ted, Did you inspect the film on the anodes? The anodes should display a tenacious black film. If this film is not present, you should engage in low current density electrolysis for 1-2 hours to "film" the anodes. However, high brightener will cause low current density dullness until the additive has undergone some electrolysis. You should investigate the cause of the brightener content as well.
