Try KJ Marketing, I have an ad from them about an "inspection overlay" that
sounds like what you are looking for.

Similar to the transparent "kepoch" stencils they make, they will put
cut-outs wherever you should have a part - so you drop it over the board and
look for empty holes...

Haven't tried one, so I can't advise as to it's success but it sounds like a
good plan.
