 Best as I remember, Incases Autoboard layout tool
will do all of these checks in real time as you design, as well
as prompt the designer to input workable insertion
sequences where that is an issue; all assuming the correct
information is built into the library parts. Since I'm currently
using a major CAD system that doesn't fully do this I'd also
be interested if you find a post-layout tool that does.
