Steve,
ANSI/J-STD-001 is a good example of industry documents governing
military materials.  The govt canceled DOD-2000 with no replacement
listed. People then had the option of writing their own document or using
one in existence.

With the standardization effort the govt is not suppose to have specifications
when there are comprable industry specifications.

The statement from DSCC is that the govt cannot "require" their specifications
as the only specifications listed on drawings.
