Steve, Joe General purpose RTV (RTV-108) releases an Acid Acid during cure and corrodes copper, brass and sensitive metals. It is therefore NOT for use in delicate electrical or electronic applications. However, there is an electrical grade RTV (RTV-162) made by GE Silicones, General Electric Co., Waterford NY, 12188 518-237-3330. I could not venture a source for the material that would be appropriate for your use. A word of caution though - I have a recollection of a very good friend of mine (Hello Gene!) telling me that these materials become conductive at high frequencies.
