Hi Dennis: - None of new contracts awarded by DOD are permitted to include a requirement to use a Mil-Spec/Std. However, the requirements of awarded contracts, like the one you have, still need to be honored. If your contract requires Mil- Std-2000 then you are required to comply with that (even though compliance is now impossible, sounds like DOD ;-) until the contract is changed. The Federal Acquisition Regulations (FAR's) that govern contract purchases require that contract modifications be performed one-at-a-time. - To avoid the time & cost associated with changing each contract individually, DOD has approved (as part of acquisition reform) the idea of having a company develop a "single process initiative" (SPI), which is nothing more than a single set of process requirements which will meet the technical needs of all of your DOD customers, but not be encumbered by the administrative requirements of the former Mil-Stds. When such a SPI is defined, you need to go to your local DCAS or DLA organization and effect what is called a "Block Change" to transition all contracts simultaneously to the SPI. Needless to say, things will be a lot smoother if you solicit the approval and assistance of both your DOD customers and local DCAS in defining the SPI. Generally the DCAS (and by now most all DOD customers) are willing and able to provide a great deal of assistance both with an SPI and in guiding you through a block change (presuming that more than one contract is involved). - There are several places on the web where additional information can be found: - http://www.dsp.dla.mil/ Has info on policy, FAQ's, and links to other standards homepages. - http://www.dodssp.daps Has info on where to get standards and specs. - http://www.acqnet.sarda.army Has info on the Army's acquisition reform methods - http://www.acq-ref.navy Has info on Navy acquisition reform and links to waivers and exemptions. - http://www.afmc.wpafb.af.mil/hq-afmc/en/spec_std/spec_std.htm Has info on the Air Force acquisition reform efforts and links to waivers and exemptions. Hope the above helps some. If more questions need to be answered contact me directly via e-mail.
