A few thoughts on this subject:
1. lay-up operator should sort and count layers to be laminated before
beginning each lay-up to be sure they have the correct amount of each layer.
2.  then, when lay up is finished all layers should be used up.  If not, this
is a clue that a layer has been left out. (or if short, an extra layer has
been used in a panel).
3.  The final check is to measure each panel after lamination for correct
thickness.  An incorrect lay-up will fall outside of the control limits of
the lot and should alert the operator to take action.
