Dave, Excuse me, but isn't this exactly what you asked for? A tented via board? I'd guess if I looked at the gerbers for the soldermask layers it shows NO openings for soldermask clearance around the vias. Right? There is no electrical integrity issues, either way. But there might be reliability concerns in some people eyes. (Depends on the intent of the end-product). I'd say your boards are fine. M.
