The laser method mentioned might be your only option but rather expensive if you do not have one. Chemically stripping will most likely not work, especially with no mask on the surface. Soldermask strip is extremely aggressive and will attack the butter coat. If the boards are not very expensive I would suggest a remake. Not much of an answer, However that situation never really has one.
