There is a commercial program called 'AutoView' that will view most
formats out there.  HPGL included (actually they claim 190 file
formats).  The pro version also has a mark-up mode for making
redlines.  Check out http://www.cimmetry.com/ for more info.

BTW- I don't have any connection to Cimmetry except that I use this
product.
