You may need to go back to your customer for further clarification,
but here is some information to start with.  Two possibilities spring
to mind.  1) Perhaps they want you to use an FR-4 material with a
tetrafunctional (some laminate suppliers use the term
multifunctional) resin system.  These are modified resin systems that
result in a higher Tg than the older difunctional resin systems.   2)
Perhaps they specifically mean Polyclad's Tetra II, which is a
particular brand of tetrafunctional material.
