Tim, I agree with Dave Roesler @ Tri-C. Scott Lindblad at Automated Assembly would be a good place to start. Are you bidding on the board fab, or just the assembly? I would think that the board fab might be quite a bit different if you're used to rigid. The assembly operation might not be so bad - 15 mils is fairly thick for a flex (especially if there are two 15 mil layers). Most of the challenge is probably tooling to hold the parts flat when performing placement operations and during reflow.
