Ken, It's been a while since I played the drill format game. But 2.4 format refers to the decimal placement of the coordinate. 2 digits before the decimal and 4 digits after the decimal. Leading zeros refers to leading zeros suppressed. So, the format allows the maximum number 99.9999 any coordinate less than 10 would be written with the leading zero suppressed for example 9.2555 would be written as 92555. Note: this format is used so no decimal point is required, way back when NC drill machines and routers did not like decimal points. The anwer to the format you should use is the same format that your gerber data is in. Therefore if you gerber data is in a 2.3 format than use drill 2.3. However one suggestion if you are designing very dense circuitry 2.4 format should be used.
