Per IPC-275 the designer is responsible for the test coupon.  However, many
board shops use their own design for expediency.  They are required to have
a coupon which essentially follows IPC-275.  The CAM people will adjust the
coupon to meet the testing requirement.  If the designer's coupon is true,
then the CAM people can derive their coupon parameters from the designer's
which eliminates some need to communicate padstack characteristics.

If you don't trust or don't like any other coupon to be used, specify it in
the RFQ for the boards and the purchase order and make sure your coupons are

correct.  Don't want the board house calling because there is a discrepancy
on the coupon.
